A controversial proposed development straddling the Ossining-New Castle border is due again in front of the Ossining Town Planning Board April 9. A 24-house subdivision of High View Farm on Barnes Road is proposed by Zappico Car Wash LLC, of Morning View Court in Chappaqua.
